The City Council pulled the construction contract from its consent calendar agenda and agreed unanimously to delay a decision until after considering other alternatives at its July 29 meeting. The traffic circles were to be installed along with new lighting and underground utilities at five intersections in the Barrio where residents are concerned about speeding and pedestrian safety. One of the issues raised Tuesday was how much parking would be lost to make room for the circles.

A city staff report presented when the City Council approved the design for the traffic circles March 8 stated that streets near the intersections would lose a total of 46 parking spaces. But since then more parking has been found. So far that has the potential to add 10 more spaces on streets near the Barrio project. Also, more could be added by converting some of the wider streets from parallel to diagonal parking.

Earlier this month, the City Council voted unanimously to remove two traffic circles, or small roundabouts, installed in at intersections on Kelly Drive. Neighborhood residents there said the circles encourage speeding and create a safety hazard for children walking to the nearby Kelly Elementary School.

They will be replaced by all-way stops at the resurfaced intersections. And earlier this year, the City Council hit the brakes on the long-planned installation of a roundabout to replace the traffic signals at the beachfront intersection of Tamarack Avenue and Carlsbad Boulevard. That project also faced widespread community opposition.

The council also has said that sometime soon it will reconsider a still unbuilt roundabout that it approved in for the intersection of Cannon Road and Carlsbad Boulevard. Traffic circles are different from roundabouts, although the terms often are used interchangeably. Traffic circles require less space and generally are placed in residential areas. Roundabouts are larger and are installed on busier streets and thoroughfares.
